Add iproute2 as a Depends or Recommends in the Debian package

Description
On Debian the iproute2 package is needed to supply the 'tc' command. Add it as a recommendation or even as a dependency. I think recommendation is best, so existing upgrades won't be 'held back'. Besides this way we can install even if the user compiled iproute2 manually. Just like the iptables package.

It seems the package name is 'iproute', not 'iproute2'.
